Punjab DA Hike: The Punjab government has made a big decision that may ease the pain of a big chunk of its government employees. The cabinet sub-committee of the government has suggested to raise the Dearness Allowance (DA) for approximately 85,000 employees from its current 42% to 60%.
The proposed increase however is not yet in effect and will need to be approved by Chief Minister Bhagwant Mann before it can be implemented. This proposed raise is especially significant for those hired after July 17, 2020.
These employees don’t have the same pay structure as the older workers and have been paid a lower DA notwithstanding they are paid according to the 7th Pay Commission framework. The proposed increase in pay is intended to close this pay gap and to afford further financial support for qualifying employees.

Punjab Government Proposes Major DA Hike

This recommendation for the Punjab government to increase the DA has been made by a three-member sub-committee of the cabinet. The committee has Cabinet Minister Aman Arora as well as Finance Minister Harpal Singh Cheema and Social Security Minister Dr. Baljeet Kaur. The panel has suggested the increment of DA to be 60% from 42%.
Those who are qualified may receive a significant boost in monthly income if the proposal is approved as intended. Staff should, however, be aware that the announcement is still a recommendation, rather than an order of implementation. The actual date after which the revised DA will be payable will be dependent on the final decision taken by the government and official notification to be issued.
Who Will Get the Benefit of the DA Hike?
The hike in DA proposed for around 85,000 personnel recruited by the Punjab government since 17th July 2020. They have been drawing their basic salaries based on the 7th Pay Commission pay matrix of the Central Government but have been getting DA at 42% as per the existing state arrangement.
This proposed increase does not apply to employees who are hired prior to July 17, 2020, and will be under a different pay structure. Their salaries are fixed according to the pay matrix of the Punjab Pay Commission that has various provisions on pay. Thus, the proposed 60% DA is targeted alone towards the newer set of employees who are facing a disparity.
Why was an increase in the DA considered?
This is because there is a big disparity between the payroll of those employees who were brought on board before July 17, 2020, and those who were hired after that date. The Punjab Cabinet resolved to adopt the Central Government’s model of 7th Pay Commission for the newly recruited staff in December 2020. This resulted in the division of the state government workforce into two groups.
The older employees were taking benefits as per the existing pay structure in Punjab whereas the newer recruits were to apply the central pay structure. The explanation provided by Aman Arora indicated that this disparity in basic pay and DA, made the gap between the two groups larger. The proposed rate increase is designed to help ease the blow for employees who came into government service through the new structure.
New Recruits received a new pay system
It’s not just the DA percentage. The basic salary is also important in determining the actual DA that will be paid to the employee. In some cadres, the basic salary in the pay structure for the older employees is comparatively higher, which could lead to higher overall salary despite difference in DA rates.
The newer employees, however, were hired under the new deal, and were not entitled to the higher entry-level wages that were offered under the older Punjab system. The gap in percentage points was more pronounced when the DA was 42%. The DA increase to 60% is thus being considered as a means of closing this gap and improving the financial support to the affected employees.
